In 2016, monthly premium tax credits in Ohio resulted in a 59% discount. People with lower income (under $16,394 annual income for 1 person, under $33,534 for a family of four) can qualify for Medicaid at no cost and can enroll at any time.
The penalty for not having coverage in 2017 is the higher of 2.5% of household income or $695 per adult and $347.50 per child under 18 up to a maximum of $2,085
